A PRWSS Project is an initiative of GOP (Government of Punjab), Government of India and
IDA (World Bank) to reform the Water Supply and Sanitation sector in the Rural Areas
of the Punjab State. The Punjab State comprises of 20 districts having 12248 villages
with 11930 gram panchayats.

Project Background

Department of Water Supply and Sanitation, Punjab
in the year 2004 posed a Rural Water Supply & Sanitation Project costing Rs.
1819.35 crore to the Department of Drinking Water Supply, Ministry of Rural Development,
Government of India for recommending the same to World Bank for providing financial
assistance.

DWSS has developed a Procurement Manual outlining the procedures and guidelines for procurement of goods,
works and services. This forms a reference tool for all
stakeholders and planners. The procurement responsibility rests with DWSS and GPWSCs.

The scope of work in the Project finalized
by world bank after assessing the status of completed and ongoing rural water supply
schemes and new projects sanctioned by Nabard etc. was coverage of 2124 Not
Covered NC villages and 920 PC villages over a period of next 5 yrs at a cost of
Rs. 1280.30 crore (Details of infrastructure components given under project component C).

Audit
|
|
The Comptroller and Auditor General of India (CAG) through its office in
Punjab will be the external auditor
for the project. The CAG’s office will conduct an annual audit of the
financial statements of the project covering all sources of funds (GoI and the Bank).

Financial management and flow of funds |
|
Under the SWAp framework common accounting and financial management processes will be followed regardless of the source of funds.
In order to facilitate uniformity in accounting standards, internal controls and financial reporting, a financial management manual has been developed.
